Expand The Definition Of Public Utility To Include Internet, Cell Phone, Satellite and Cable TV, Transportation, Freight, Grocery Stores, Factory Farms, Gasoline Stations, Apartment Buildings, Others.

PUD’s Can Issue Bonds At Low Interest Rates Through The Creation Of An Oregon State Bank. These Bonds Can Be Used To Aggressively “Green-Up” A Neighborhood Association PUD’s Energy Footprint By Installing Solar Panels To “Net Meter” Back To The Energy Grid. PUD Energy Savings Can Help Pay-Down The Neighborhood Association PUD Bonds Or Be Returned In The Form Of A Dividend Check Based On A Vote Of The PUD Owners Votes.

​Under The Democratic Party's and Republican Party’s Watch, Oregon Is Ranked 48th In The Nation (Almost Dead Last) On High School Graduation Rates. Salem Needs To Stop Holding Our Children’s Future Hostage. My Plan Is To Fund Schools and Teacher’s Salaries First In The Budget Process.

We Need To Foster Respect For [ALL] People and Our Schools and Workforce Should Adopt AND Model The Diversity, Equity and Inclusion Advocacy Program At Portland State University.

​Tonight (Sunday, November, 4th, 2018), I got a phone call, asking: "How do we fix PERS?” and "How do we fix schools?"

PERS: 
If the question was, “What do we do to not fix PERS?", the answer is simple: Keep doing what we are doing. Otherwise, I think as a very basic solution, We should stop investing PERS (and ALL state funding) in Wall Street. We need to create a state bank and invest our public funds in Oregon’s infrastructure and schools. Oregon cities and counties also float bonds on the stock market, paying huge fees and interest on those bonds, which should, instead, also utilize a state bank to take out low interest loans, where the money is re-invested in Oregon. My mother was a state employee on CalPERS (working for 20 years at the unemployment office) and her pension was there for her in her retirement years. We need to take care of Oregon’s state employees and fund that mandate to take care of our employees, not Wall Street investors, hedge fund managers and vulture capitalist. A state bank would be a public utility.

Schools:
WE need to fund schools first in the budget process to increase the school year and pay our teachers better. Our children’s education is too important not. I don’t have a silver bullet answer (I think we need a larger discussion), but what we’ve been doing has not and is not working, if we are near dead last. My thought, is that we should be looking at what is successful elsewhere and considering how Oregon might benefit from other approaches to education?
